Oral Health Inequalities Policy: A Call for Action in Care Homes

Oral health is often the overlooked aspect of care in residential settings, yet its impact on overall well-being is profound. Recent findings highlight significant gaps in oral health provision within care homes, underscoring the need for immediate and sustained action.

Current State of Oral Health in Care Homes

A 2023 Care Quality Commission (CQC) review revealed that while awareness of the National Institute for Health and Care Excellence (NICE) oral health guidelines has increased among care homes—from 61% in 2019 to 91% in 2022—implementation remains inconsistent. Notably, 60% of care plans now fully address oral health needs, a substantial improvement from 27% in 2019. However, this still leaves a significant portion of residents without comprehensive oral health care plans. (cqc.org.uk)

Training Deficiencies

Despite progress, training gaps persist. In 2022, 60% of care home staff received specific oral health training, up from 30% in 2019. This means 40% of staff may lack essential skills to support residents’ oral health effectively. (cqc.org.uk)

Access to Dental Services

Access to dental care remains a critical issue. The CQC report highlights that many residents miss out on vital dental care, both in terms of timeliness and location. Care home providers have also reported challenges in securing dental visits for less mobile residents, indicating a systemic issue in integrating dental services within care settings. (cqc.org.uk)

Policy Recommendations

To address these challenges, the CQC has made several recommendations:

    • Mandatory Training: Incorporate oral health training into the Care Certificate to ensure all staff are equipped to support residents’ oral health needs. (cqc.org.uk)

    • Comprehensive Care Plans: Ensure all care plans fully address oral health, with regular assessments and updates. (cqc.org.uk)

  • Enhanced Collaboration: Promote integration between care home staff and dental professionals to facilitate better oral health outcomes. (cqc.org.uk)
